The Vice President for Administration is the chief administrative officer for the University and advises the President on all matters pertaining to the management and operation of general administrative and business services functions. The Vice President is responsible for the management of the financial, physical, and computing resources of the University. The Vice President for Administration  serves as the senior executive officer responsible for providing leadership and management to eight administrative services' units:

Auxiliary Services: Responsible for ensuring that a timely and adequate delivery of auxiliary support services are provided to students, faculty, and staff. Auxiliary Services supervises the following: Food services, Bookstore and vending.

Buildings and Grounds: Responsible for the entire physical plant of the University consisting of Custodial Services, Grounds Maintenance, Mechanical Trades, Motor Pool, and Work Orders. Also responsible in assisting to assure the development and maintenance of campus master plans.

Design and Construction: Responsible for all new construction and renovation projects on campus, particularly projects that are done by hiring outside contractors and consultants; internal and outside rental of Lincoln University buildings, rental properties, and recommends acquisition of real estate. In addition, D&C is responsible for Capital Improvement Budget Projects to identify major and minor project repairs, renovations, and up-grades; responsible for updating the Campus Master Plan.

Human Resources: Responsible for planning, directing, and coordinating of human resource management activities of the University to maximize the strategic use of human resources and maintain functions such as employee relations, personnel policy administration, compensation, benefits, recruitment, staff development and employment law compliance.

Purchasing Department: Responsible planning, directing, and coordinating all functions as related to the purchase of materials, supplies, equipment and services necessary to sustain operations of the University; provides property control procedures for full accountability of all University property and equipment; develops University System purchasing policies and procedures; and oversees insurance and risk management programs.
